2/23/11 GLENDALE, CA CASHES IN TWICE ON SOME PARKING METERS...

2/23/11 GLENDALE, CA CASHES IN TWICE ON SOME PARKING METERS......didn't finish what I was saying in the vid..so let me repeat ..in most municipalities..u pay a meter a dollar, u get an hour, & if u leave after 30 minutes, the meter clearly shows the time remainiing, & the next person can use your leftover 30 minutes for FREE ! even in L.A. the new meters that accept ceredit cards show time remaining for others to use ..yet here in glendale..if u pay for an hour & leave after 30 minutes, there is NO WAY for the next perso who comes along to know how time is remaining. you can't put their space # in the machine to find out if its expired. The ONLY WAY u know how much time is left on the clock is if u recall what time paid & for how long & at that moment it will indicate briefly on the tiny LCD screen what time it expires (& u can also get a printout on a reciept card). If you don't request a receipt & forget the expiration time u can't find out either. The gist of what I am saying is that even if you wanted to PAY IT FORWARD for somebody else, the only way they could know if there is time on the meter is if you tell them, or if you leave the little receipt card in a conspicuous place. In essence, you cannot "gift" your remaining time to somebody else unless u specifically interact with them. it seems to me to be unethical by Glendale. Say somebody wants to do a SIMPLE ACT OF KINDNESS & pay the cost of a meter for 24 hours. Say they pay the $24 for 24 hours with the intention of letting others park for FREE. the only way others could know there is free time on the meter is if you post a sign or stand out there and tell them. You can't give an anonymous gift. I say TIME PAID IS TIME PAID, no matter who parks in the space. If Glendale has come up with a "fair price" for parking & it has been paid once, then asking for it twice seems to be unethical, if not illegal. if I buy a candybar, I own the candybar, & can give half of it away if I choose, either by directly handing it to somebody or leaving it out for them to take if they so choose. but if buy an hour of meter time at this location in glendale, I can't give 30 minutes away anonymously, & the next person will pay again for time that has already been paid for. it just DOESN'T SEEM FAIR ! OUTRAGEOUS ! Somebody sue glendale (ca) !
